Study on ValueAdded Capture Mode in Urban Mass Transit Development

Abstract: Value capture measures have been adopted in urban mass transit projects to internalize external benefits in order to reduce the burden of financing in some developed regions. The mode of integrated development of mass transit station and neighbored area has achieved encouraging results. Value capture modes based on integrated development, successful cases and the key points were studied. The preliminary results show that value capture mode based on integrated development has more practical potentials in comparison with real estate tax. Two most crucial strategies were identified, i.e. controlling of land development rights and proper planning of passengers.
