平战结合的上海市地下人防工程建设概况

摘要： 介绍了几个平战时期上海市地下人防工程建设与城市地下空间开发项目的概况，指出地下人防工程设计应以平战结合、经济合理为主导，并力求将人防工程建设与城市地下空间开发利用相结合，达到合理开发利用地下空间、拓展人类生存领域而实现我国城市化可持续性发展的目的，从而有利于加快人防工程建设的速度.

关键词: 地下人防工程, 平战结合, 可持续发展

Abstract:  Through the introduction of several built projects of underground space with civil defense function in Shanghai, this paper pointed out that the design of underground civil defense constructions should not only combine both functions in peacetime and wartime, but also consider the economic rationality. The combination of civil defense construction and urban underground space development is the important work needed to emphasise, which would achieve many purposes of reasonable utilization of underground space, expanding the field of human existence to realize sustainable development of China’s urbanization. The speed of civil defense engineering construction will be accelerated as well.
