Abstract

For oceanic island clusters with the special geographical conditions, this paper proposes a dispatching strategy for rescue ships, which combines island transportation and energy supply to solve the problems of the resource difference of oceanic island clusters, and the security guarantee of rescue ships. It can improve the disaster recovery ability of rescue ships under optimal scheduling. In terms of energy dispatch and transportation, a two-stage optimization method is adopted. The first stage is that the route can be set by the day-ahead scheduling according to the location of the island. The second stage considers the safe and emergency modes. In the safe mode, according to the route information optimized in the first stage, the system is furtherly optimized for power generation scheduling to improve the operation efficiency and economy of the system under environmental constraints. In the emergency mode, considering the generators’ fault, the load-side management and the collaborative optimization scheduling method for the power generation are adopted to support the rigid load demand of the system and guarantee the normal operation of rescue ships . Finally, the simulation results verify the effectiveness of the proposed strategy, which provides a theoretical reference for the sustainable development and construction of oceanic island clusters.
