摘要:

针对高校院系科研管理模式中存在的问题,以某高校(属985工程)的一个主体院系长期的科研创新管理实践为基础,结合区域协同创新体系理论,提出了一种优于传统科研管理模式的高校院系区域协同创新管理模式.对样本在2002~2011年中各项科研绩效指标进行案例分析,结果表明,各项科研绩效指标的变化总体呈上升趋势;随着考核方案从量化考核到模糊考核的改进,各项科研绩效指标从快速增长趋势逐渐放缓,但从国际评估及教育部学科评估的结果分析,样本的科研绩效水平有所提高,并获得了一批具有国际影响力的成果.结合样本的研究结果,给出了进一步促进科研绩效提升的政策建议.

Abstract:

In view of the problems in scientific research management in colleges, this paper proposed a kind of regional collaborative innovation mode which was superior to the traditional mode based on the long-term scientific research management practice of a certain college which belongs to the “985” project university, and taking into consideration the regional collaborative innovation systems theory. The analysis of each scientific performance indicator from 2002 to 2011 showed that all the indicators increased steadily. With the transition from quantification assessment to fuzzy assessment, the rapid growth trend of scientific performance slowed down. However, scientific performance indicators improved, according to the results of International Assessment and China Discipline Ranking of the Ministry of Education. This paper provided policy suggestions for further improvement of scientific research performance.
